This incident was an example of the crime fighting power of the combination of residents’ street-facing security cameras and BAHA’s Virtual Neighborhood Watch (VNW).  BAHA’s VNW is open to all residents with street-facing security cameras, regardless of BAHA membership status

***School Opens Monday, August 12--Increased Auto and Pedestrian Traffic Alert!*** Roscomare Road Elementary School is scheduled to reopen for instruction on Monday, August 12.  School hours will be between 8:15 a.m. and 2:43 p.m., with students arriving and departing at various times.  During those times traffic around the school will be difficult, especially during the first week of school, and possibly the second and third weeks as well.  Please be respectful to neighbors by not parking in driveways and red zones.  For neighbors living close to the school, taking in your trash bins after they've been picked up could help make traffic move a little easier.

There will be many pedestrians, young children and their adults, walking in the area on school days.  Please drive with care to keep our young scholars safe.  Thanks to all for your cooperation.

***BAHA’s Annual Members’ Meeting*** The annual members’ meeting of BAHA was held on Tuesday, June 25, 2024, in the auditorium of the Roscomare Road Elementary School.  Katy Yaroslavsky, Councilmember for District 5, gave an update on matters of interest to our community, including the proposed Wildlife Ordinance, fire insurance, crime, and traffic on Roscomare and took questions from the audience for an extended time.  At the request of a Board member, our Councilwoman has agreed to meet with a BAHA representative and/or participate in a BAHA Wildlife Ordinance Town Hall when the revised Wildlife Ordinance is released by the Planning Department (no release date has been disclosed yet).

***BAHA’s Annual Members’ Meeting***  The annual members’ meeting of BAHA is scheduled for Tuesday, June 25, 2024, in the auditorium of the Roscomare Road Elementary School. The meeting will commence promptly at 6:30 pm. Please plan to arrive early for check-in. Councilmember for District 5, Katy Yaroslavsky, is scheduled to speak, along with representatives from Metro who will be speaking on their congestion pricing study that could directly affect our neighborhood (for good or bad, the devil is in the details!). We also expect LAPD and LAFD to attend and perhaps other speakers. All residents of Bel Air Hills are invited to attend, but only BAHA members as of May 31th will be able to vote. Official notice of the meeting will go out to members shortly.

***BAHA’s Annual Membership Drive*** The annual meeting of Bel Air Hills Association members is normally held in May in the auditorium of Roscomare Road Elementary School. But due to changes in LAUSD procedures for using school facilities, BAHA will not be able to hold the annual meeting in May this year. However, we are working with LAUSD to obtain permission to hold the meeting in the school auditorium in late June. Please look for updates on a finalized date. The Annual Meeting is open to all residents, but only members can vote, so be sure to get your membership dues in this month. If you are unsure if you have paid your dues, contact BAHA at [email protected] and we will check for you.

***BAHA’s Annual Membership Drive***  January and February are the months when BAHA strives to have all existing members renew their memberships and encourages all nonmembers to support their community by joining BAHA. But memberships are accepted at any time. This year, in addition to our usual mailed letter and membership form, notices were emailed, making it very easy to join or renew with just a few clicks, and even sign up for automatic membership renewals directly from the email. Joining is easy – just go to https://www.baha.la and click on the green “Join/Renew Membership” tab.  Our website contains a lot of information about BAHA, such as what we do, and the benefits of membership. ***Winter Lights Celebration***  On December 3rd, BAHA hosted our annual Winter Lights Celebration.  Tasty cookies, warm drinks, and friendly conversations seemed to take the chill from the autumn air.    Our little neighbors enjoyed the creative arts and crafts tables provided and monitored by BAHA member Laila Hussain.  The gathering was open to all local residents, and BAHA welcomed several new members who chose to sign up for membership during this time.  After a few technical difficulties, all the trees are now lit with new low voltage LED lights.  Even though the Winter Lights Party is over, BAHA hopes the beauty of the lights will continue to bring joy to the neighborhood during this lovely and festive time of year.

***Wildlife Ordinance Update #1***  On June 13th, our Councilwoman Katy Yaroslavsky, together with CD-4 Councilwoman Nithya Ramen, sent a letter to the City Council Planning and Land Use Management Committee (PLUM Committee) requesting that the PLUM Committee reinstate a regulation in the Wildlife Ordinance that had been removed by the Planning Department due to community opposition. The regulation that Yaroslavky wanted reinstated would reduce the allowed square footage for all homes that have slopes on their properties greater than 60 percent (which is equivalent to 31 degrees). Many, if not most, homes in our neighborhood are on properties that have slopes greater than 31 degrees, and would therefore have their allowed home size reduced.  While the City would not require you to remove parts of your existing home, you may be affected if you wish to add on to your home, or if your home burns down in a non-natural disaster (such as a house fire). Yaroslavsky and Ramen also requested that all square footage in basements be counted toward a home’s allowed square footage. On June 20th, with only 3 days notice to the public, and despite the objections of the majority of constituents at the meeting, the PLUM Committee approved the Wildlife Ordinance with Yaroslavsky and Ramen’s more restrictive amendments. The next stop for the Wildlife Ordinance is the City Attorney, and thereafter the Wildlife Ordinance would go to the full City Council to approve it into law.

***BAHA Annual Members’ Meeting***  The annual members’ meeting of BAHA was held on Tuesday, May 23, 2023, in the auditorium of the Roscomare Road Elementary School.  Presentations were made, followed by questions and answers, by Katy Yaroslavsky, Councilwoman for District 5; James Allen, Senior Lead Officer for West Los Angeles Area Police Department; and Captain Kerns from Los Angeles Fire Department Station 109.  Robin Greenberg, President, introduced each Board candidate for the 2023-2024 year, and declared them as the new Board.  The new Board members are:

***Update on Old Bel Air Market Locatin***   BAHA has been informed by the landlord of the old Bel Air Market location and by the architect for the new tenant, that a long-term lease has been signed for the entire property.  The new tenant will be a preschool and the owner of the preschool already has several other locations.  We will keep you informed as more information becomes available.

***Halloween/Fall Festival***    BAHA held its annual Halloween/Fall Festival on Sunday, October 23, 2022, from 3:00-5:00 pm, at the Roscomare Park/Circle.  Many neighbors joined the party in costume and a good time was had by all.  The kids enjoyed arts and crafts, the adults enjoyed meeting neighbors and all enjoyed the cookies and hot apple cider.  An event like this would not happen if it were not for the efforts of a number of dedicated people.   So, special thanks are in order to:

***Halloween/Fall Festival—October 23***    Please join the BAHA community on Sunday, October 23, 2022, from 3:00-5:00 pm, at the Roscomare Park/Circle, for BAHA’s annual Halloween/Fall Festival.  The Park is located at the southern end of Roscomare Road.  Kids (as well as adults!) can come in costume and enjoy games, snacks and light drinks for the whole family.

***Proposed Cannabis Dispensary***    In previous issues of Newsbites, BAHA alerted the community that an application had been filed with the Department of Cannabis Regulation (DCR) for a retail cannabis dispensary to be located at 2323 Roscomare Road, site of the old Bel Air Foods market.  In response, BAHA had engaged legal counsel who filed a formal notice of opposition to the application.  Numerous concerned members of our community, along with BAHA, had written strong letters of opposition with cogent reasons as to why this would be such an incompatible land use in our neighborhood.

Metro: Transportation Communications Network

Metro is acting as lead agency on the Transportation Communication Network plan and is currently conducting the environmental review. The Draft Environmental Impact Report is available for review and response beginning September 9, 2022. Responses to the document are due by October 24, 2022.

Wildlife Ordinance

Bel Air Hills Association

We are the Bel Air Hills Association ("BAHA") and we represent the approximately 950 housing units in Bel Air Hills located along Roscomare Road and the streets that intersect Roscomare Road. Bel Air Hills is a fully developed and well-established neighborhood dating back to the early I 950's, and it consists primarily of single-family homes. Bel Air Hills is within the proposed Wildlife Supplemental Use District, and its homeowners and residents would be negatively impacted should the Wildlife Ordinance, in its current form, be applied to its well­established and developed neighborhood.

***Proposed Wildlife Ordinance***  The importance of the proposed Ordinance to Bel Air Hills was emphasized in previous issues of Newsbites.  As was stated:  “This proposal contains many potential restrictions and limitations for existing properties in the Bel Air Hills area when a property owner performs certain activities, with respect to their property, that would subject them to these provisions.”  There is still time to make your voices heard.  For your comments to be considered in the City Planning Department’s revisions to its recommendations to the City Planning Commission (CPC), send comments to [email protected] by August 22, 2022 at 5 pm.  After August 22nd, comments can still be submitted to the CPC. ***BAHA Annual Meeting ***    The Annual Members’ Meeting of Bel Air Hills Association was held on Tuesday evening, May 24, 2022, from 7:00 PM—8:30 PM in the Roscomare Road Elementary School auditorium.  During the business portion of the meeting, BAHA President Robin Greenberg introduced the current Board members.   Each gave a short summary of the key matters that they were involved with during the last year.  Thereafter, Robin introduced the nominees for the new Board who were not current Board members, and they each gave a brief background.  Those nominees were:  Steven Borden, Bruce Hofert, Alison MacCracken, and Andrew Paden.  There being no nominations from the floor, the slate of proposed directors was declared elected.  The following will be BAHA’s Board of Directors for the 2022-2023 fiscal year:

***Brush Clearance Notices***    Recently, the LAFD sent notices to all addresses in our area reminding residents of the annual brush clearance requirements.  Needless to say, brush clearance in the Bel Air Hills is essential as this area is designated as Very High Fire Hazard Severity Zone.   The notice reminds property owners that a $33 inspection fee will be assessed for the LAFD’s inspection of your property’s compliance.  Property owners may avoid the fee if, by May 1, they make sure that their property complies with the brush clearance rules as set forth in the notice.  For a complete list of LAFD brush clearance requirements, visit https://www.lafd.org/fire-prevention/brush.

Our annual BAHA Holiday Celebration was bigger and better than ever and enjoyed by about 100 community members of all ages!!  Councilmember Koretz attended with Field Deputy Jarrett Thompson and presented City of Los Angeles Certificates of Recognition to outgoing BAHA president Wendy Morris and our new president Robin Greenberg, who was the BABCNC president for the past 6 years.  Joanie and Leigh's Bakery donated beautiful cookies which tasted wonderful as always!  We hope to see everyone at our next neighborhood gathering!!

***Cannabis Dispensary on Roscomare Update*** In our efforts to get the City to listen to our reasons for why a retail cannabis dispensary located in the old Bel Air market would be an incompatible land use for our residential community, BAHA has learned some very disturbing news – there is a glaring deficiency in the way that the cannabis dispensary laws are being administered.  Specifically, the complete denial of public involvement and comment in regard to the issuance of a temporary license.  For cannabis dispensaries, there is NO public notice, NO hearing, and NO community input, until after a temporary license has been issued.

Man Rescued After Spending Days In Bel Air Ravine

LOS ANGELES (CBSLA) – A homeless man was rescued from a ravine in Bel Air Wednesday after having spent several days in thick brush without food or water.

A resident living near 2415 Nalin Drive, near Roscomare Road, reported to police at about 4:30 p.m. that they heard calls for help coming from the brush about 500 feet from their home, said Brian Humphrey of the Los Angeles Fire Department.

Recently, Bel Air Hills Association became aware that an Application for a retail cannabis dispensary license for 2323 Roscomare Road (the old Bel Air Market) had been filed. Following some preliminary fact-finding to be sure that, in fact, such an application had been filed, and that the owner of the property at 2323 Roscomare Road had entered into a lease agreement with the applicants, BAHA hired legal counsel to assist in opposing the issuance of such a license.

***Ridgeline Protection Ordinance*** In the June issue of Newsbites, information on the Ridgeline Protection Ordinance was provided together with a discussion of potential adverse effects to portions of the BAHA neighborhood.  Following is the link to the information on the Ordinance:   Proposed Land Use Regulations | Los Angeles City Planning (lacity.org). PROPOSED Ridgeline Protection Ordinance – Comments due by July 2nd!

Those who live on ridgeline streets, like Linda Flora and Stradella, most likely received a notice about the new proposed Ridgeline Protection Ordinance drafted by LA City Planning Staff about which a virtual presentation was held in June 17th, 2021. Others who do not live on ridgeline streets, or whose property is in the areas covered by the Mulholland Design Review Board probably did not receive the notice. All of us should pay attention to this proposed new Ridgeline Protection Ordinance which is coupled with a zone change ordinance that would have a significant impact on many landowners’ rights and potentially property values which would thereby impact our entire community.

***BAHA Annual Member's Meeting*** The BAHA Bylaws state that an annual meeting of its members shall be held in May.  The meeting was not held in 2020, due to Covid-19 restrictions.  This May, the meeting could not be held for the same reasons.  However, after June 15, it is hoped that the meetings can resume.  Since the annual meetings are held in the Roscomare Road Elementary School (RRES) auditorium, and since the school will be closed at that time, the Board voted to hold the meeting in September, after the school reopens.  Of course, the time and date of the meeting will be sent to members when plans are finalized.  The entire BAHA community will also be invited to attend the meeting, as always.  In the meantime, the current directors, who are required to stand for election at each annual meeting, are graciously continuing to serve.

***City to Fix Dangerous Road Bumps on Roscomare ***

After more than three years of work by BAHA, and over a hundred emails, phone calls, and meetings between BAHA and Councilmember Koretz’s office, Mayor Garcetti’s office, the Bureau of Street Services, and others, BAHA has finally been able to get the City to commit to repairing the road in the 2600 block of Roscomare, where trees roots from large pine trees adjacent to the road have created dangerous driving conditions along the sharp curve at that location.

***Traffic Related Successes***    In our July issue of Newsbites, we highlighted our Traffic Committee and the efforts it is involved in to improve traffic conditions in our area (no easy task!)  We are happy to report that there have been some recent successes.  First, Los Angeles Department of Transportation (LADOT) has now replaced the faded parking signs, trimmed the foliage around obstructed signs, and moved and added signs.  Second, BAHA had requested the City extend the no stopping red curb on Roscomare Road south from Mulholland Drive to improve safety.  LADOT has now put up “No Stopping/Parking” signs on both sides of Roscomare south of the Mulholland intersection.  These signs are temporary until the road can be restriped in a manner to make the west (southbound) side have an 18 ft lane with parking allowed, and the east (northbound) side have a 12 ft lane without parking allowed. We hope to have more good news to share with you in the future.

***Speed Humps*** The next speed hump application window will open Wednesday, September 16, 2020 at 8 a.m. PST on this website: https://ladot.lacity.org/projects/safety-programs/speed-humps LADOT will only accept 450 applications from the entire City of LA, and since there will be many people applying, it might be helpful to be on the LADOT application website when it opens at 8:00 am.

Want a speed hump on your street? BAHA residents can apply to the Los Angeles Department of Transportation (LADOT) for a speed hump to be installed on their street. BAHA is not, at this time, taking a position on additional speed humps, but does want to provide information to our residents in the event an additional speed hump in your area is desired. The Speed Hump Program opens up a review cycle every 6 months to take petitions for speed humps.

This issue of Newsbites is devoted to informing you of just a few of the different areas of concern that the committee is working on.  From time to time in future issues of Newsbites, we will highlight the work of some of our other committees.  These efforts are not always noticed by our members and the general community, so hopefully this will give you some idea of one particular function of BAHA.

The Traffic Committee works behind the scenes to try and solve problems that exist on our streets, primarily on Roscomare Road.  The current Chairperson of this Committee is Patricia Templeton and she works very hard to get changes made.  However, nothing gets done unless the City is willing to make changes.  But we keep trying.

WE NEED A VOLUNTARY NIGHT TIME CURFEW FOR VAN NUYS AIRPORT NOW!

Many neighborhood associations and neighborhood councils representing tens of thousands of residents, including BAHA and BABCNC, have written letters to Los Angeles World Airports (LAWA) to request this voluntary night time curfew at Van Nuys Airport (VNY). Burbank Airport and Santa Monica Airport already have voluntary curfews. Many LA City Council Members, including Paul Koretz, have written also to LAWA to have one at Van Nuys also. So far, nothing!

There is a petition that you can sign online to show your support for this and there will be a LAWA Board of Airport Commissioners meeting at LAX this coming Thursday, February 6th, at 10am where we hope the commissioners will vote to pass the Voluntary Night Time Curfew. Come to the meeting if you can!

AIRPORT NOISE UPDATES:

On October 18th, LA City Attorney Mike Feuer sent a “cease and desist letter” to the FAA Western-Pacific Regional Administrator regarding the flight paths that are tormenting residents of the Santa Monica Mountains and another letter. Mr. Feurer has demanded that within 30 days the FAA issue a formal change notice to air traffic controllers to correct the situation. Mr. Feuer sent a second letter to the FAA Operations Support Group. We need to support his efforts by attending meetings, writing letters, and making phone calls to our elected officials!

LADWP Power Upgrade Project to Start on Tuesday June 27th

Next Tuesday, June 27th, LADWP will begin work on upgrading the Electric Service to Bel Air and surrounding areas. This will require closing one lane of Sunset Blvd in each direction M-F from 9am to 3:30pm and on Saturdays from 8am to 6pm. The work will begin at the west end of the project area, close to the 405. Only the part of Sunset they are currently working on will be narrowed to one lane each direction and at the end of work daily all lanes will reopen. Emergency Plans have been made and Traffic Control Officers will be there daily to assist with traffic.

The Los Angeles Department of Water & Power has announced a power upgrade project for Bel Air, Beverly Crest, Westwood and Holmby Hills.  DWP indicates that this work will improve the reliability of power for these areas. New underground circuits will be installed beginning this summer on Sunset Blvd. between the 405 Freeway and Bellagio Rd.

We all are concerned with the unsafe driving that regularly takes place on Roscomare Road. This unsafe driving consists of speeding, passing and running stop signs. This is just another reminder that it is important for all residents of Bel Air Hills to set a good example in how they drive on Roscomare Road by driving at a reasonable speed, no passing and stopping at all stop signs. If we want others to drive safely as they pass through our neighborhood, we need to start by driving safely ourselves. Bel Air Country Club Fencing

As mentioned in the last issue of Newsbites, BAHA’s President had been working with the BACC to improve the appearance of its new fencing along the Chalon stretch of the golf course southwest of the lower entrance to our Bel Air Hills community. We are pleased to report that in accordance with their promise to our BAHA president, the Bel Air Country Club has completed changes to that stretch of fencing. Specifically, the top half of the black tarp has been removed and hedge plants have been planted to cover the tarp and the hedge plants will be maintained low so as not to block the beautiful view.

Metal Weed Wackers Banned

The Los Angeles City Council just approved an ordinance to increase requirements for brush clearance and fire safety in Very High Fire Hazard Severity Zones. The ordinance, called for by Councilmembers Paul Koretz and David Ryu, puts a ban on metal weed whackers in Very High Fire Hazard Severity Zones, among other requirements.

Many of you have complained both to us and on Nextdoor regarding the “Prison Fencing” recently erected by the Bel Air Country Club (“BACC”) around its perimeter. The opaque black tarp covered fence and barbed wire makes the drive in and out of Bel Air along Bellagio unsightly and has many worried that it could lower our property values. BAHA’s Board conveyed the neighborhood’s strong concerns tp BACC’s CEO and General Manager, Adam Fannon, and we are working together to find a solution that satisfies both the club and its neighbors......

The events and related parking created a dangerous and difficult traffic problem for our community.  Using a residential home as a business is carefully regulated by Los Angeles city ordinances and is only permitted in very limited circumstances. This particular use clearly violated the residential home occupancy ordinance....

1)  In addition to community efforts to aid in the event of major disasters, everyone should be prepared to take care of themselves.  SOS Survival Products has a complete line of emergency survival products and they will provide a 10% discount to BAHA members.  To obtain a copy of their catalog, go to www.sosproducts.com, or call 800-479-7998. 

2)  We have noticed construction workers, gardeners, etc., smoking in our community.  This is illegal and we need to remind them politely that they must not be smoking and could be fined for doing so.  In fact, we can tell them that the fine is $1,000.  Hopefully, that will get their attention if our polite reminder was not enough.  It is very dry in our canyons and we need to be vigilant regarding any fire danger potential.

Hillside Construction Regulation

The Hillside Construction Regulation covers maximum grading, hauling operation standards and construction activity hours.  With regard to hours, the new rules provide that: (1) construction activity is limited to Monday through Friday between the hours of 8:00 am and 6:00 pm; (2) only interior construction work may be conducted on Saturdays between the hours of 8:00 am and 6:00 pm; 3) excess exterior lighting of the site through the use of flood lights and/or similar lighting devices is prohibited after 6:00 pm on any day of the week.

Suspicious Vehicles

According to the police, they have noticed an increase in home thefts and burglaries being perpetrated by criminals who first remove the license plates from their vehicles before entering a particular neighborhood. So, if you notice an otherwise suspicious vehicle in your area and it does not have license plates, let BAHA know by taking a picture and emailing it to [email protected]. It might prove helpful in the event of a reported theft or burglary in our area. One piece of good news: at the recent Annual Members’ Meeting of BAHA, the police representative noted that crime in our area has actually recently decreased!

Traffic on Roscomare Road

Last month, Board members Wendy Morris, Eriq LaSalle, Bruce Hofert and Patricia Templeton, met with representatives from Councilman Koretz’s office and LAPD in the Councilman’s West Los Angeles office. The purpose of the meeting was to discuss how LAPD can help with our traffic concerns. LAPD has been giving tickets for incomplete stops at stop signs and will continue to do so. Other ideas were discussed and we should have more information in the future.

On point to note, we are all often frustrated by unsafe driving on Roscomare and often attribute that to non-resident commuters. However, we have been informed that over 80% of the tickets issued for incomplete stops at stop signs on Roscomare were issued to neighborhood residents.

Traffic on Roscomare Road

In our last issue of Newsbites, we discussed how you can go on Nextdoor Bel Air Hills and join the Nextdoor BAHA Members Traffic Group to share workable ideas for improving traffic conditions and create a strong consensus on potential workable traffic mitigation concepts that our Chair of the Traffic Committee can bring to our local elected officials for action.  But, in addition to ideas to try and solve our difficult traffic issues, it is incumbent upon all residents in the BAHA neighborhood to set a good example in our driving through the neighborhood, particularly on Roscomare Road.  That means driving at a reasonable speed—remember the posted speed limit is 25 mph—and observing full stops at all stop signs.  If we expect cut-through drivers to respect our neighborhood, we need to demonstrate what that means.

Frustrated with traffic conditions on Roscomare Road?  Our BAHA Traffic Committee Chair is working hard to figure out what can be done to improve conditions and to that end has established the Nextdoor BAHA Members Traffic Group.  So, for all of you who have access to Nextdoor Bel Air Hills, please consider joining the group.  The group is for members of BAHA, so this may be another good reason to join BAHA.  It is an opportunity to share workable ideas for improving traffic conditions and also an opportunity to develop a strong consensus from many people on potential workable traffic mitigation concepts that our Chair can bring to our local elected officials for action.  The stronger and bigger the coalition, the better the chance of getting government action.
