TRAFFIC & STREET SAFETY

BAHA’s Traffic Committee works to increase compliance with traffic laws, reduce traffic volume on Roscomare Road, and improve road conditions and safety. The Traffic Committee is always looking for volunteers to join the Committee or just help out from time to time. If you’re interested in helping, please contact BAHA!

ROAD CONDITIONS

Roscomare Road Bumps

BAHA was able to get the City to fix the road in the 2600 block of Roscomare, where tree roots from large pine trees adjacent to the road had created dangerous driving conditions along the sharp curve at that location. It took more than four years of work by BAHA, and over two hundred emails, phone calls, and meetings between BAHA and our Councilmember’s office, Mayor Garcetti’s office, the Bureau of Street Services and others, but we got it done!

BAHA has been in discussions with the City regarding the same tree root issue in the 2700 block of Roscomare. Although the City’s Bureau of Street Services promised BAHA they would fix this issue several years ago, and that the funds to do so have been allocated, BSS has not followed through. BAHA’s Traffic Committee continues to work on this issue.

Please note that the City will only pay for repairs of tree root bumps if the problem trees are located on City’s road right-of-way. If the trees are on private property, the homeowner may be held financially responsible for a very expensive road repair. So if you see your trees starting to impact the road, please contact an arborist right away to determine what can be done to keep your tree from damaging the road.

Potholes

The Traffic Committee members report potholes that they notice, but they do not drive on all the roads all the time. If you see a pothole please report it to the City through the City’s MyLA311 program, using any of the following means:

Street signs

BAHA worked with the Los Angeles Department of Transportation (LADOT) to identify and replace missing, faded and obscured No Parking signs on the blind curves on Roscomare Road. BAHA also worked with LADOT for the re-striping of the sections of Roscomare south of Mulholland in order to allow for parking on the east side of the street while still giving drivers enough room so that they do not need to cross into the oncoming lane to pass the parked cars.

SPEEDING AND TRAFFIC ENFORCEMENT

The speed limit on all streets in BAHA territory is 25mph.

BAHA worked with LADOT to get the Speed Feedback signs on Roscomare working reliably, and LADOT will move the southbound sign to a more visible location when it has the funds.

BAHA also regularly works with LAPD to push for traffic enforcement on our roads to decrease speeding and failure to stop at stop signs.

Please help Bel Air Hills get more traffic enforcement by reporting all traffic accidents (including minor accidents such as damage to your mailboxes, trash cans, or car mirrors) to LAPD. This will help the City to have an accurate view of traffic safety conditions on Roscomare. SPEED HUMPS

Residents can apply to the City of LA to have their location considered for a Speed Hump. Because the City of LA requires that Speed Humps be requested by those in proximity to the requested Speed Hump location, BAHA itself cannot request Speed Humps; however, we are happy to assist residents in the application process. ROSCOMARE ROAD DESIGNATION

Roscomare is designated as a Collector Street by the City of LA. This means that its purpose it to collect traffic from the streets that feed into it, and direct them to Arterial Streets such as Mulholland and Sunset. A street with a Collector Street designation is not intended for “cut through” traffic.

BAHA discovered that Roscomare Road was incorrectly identified on California Department of Transportation official maps as an Arterial street, and worked with LADOT to get that designation corrected. BAHA is now working to get the City of LA to change Roscomare Road’s designation changed to a Local street, which will help with speed enforcement and may help with traffic volume. This will be a multi-year project.

GATING ROSCOMARE ROAD

Yes, many of us would love for this to be possible, but gating Roscomare appears to be prohibited by current California law. See, for example, CA Vehicle Code Section 21101.6.
